15. OPTIONS FOR THE KELLY DRIVE AND PARK DRIVE COMPLETE STREET IMPROVEMENTS PROJECT – 1)\nAdoption of a resolution confirming the project scope for the Kelly Drive and Park Drive Complete\nStreet Improvements Project that includes roundabouts and directing the City Manager to proceed\nwith final design, environmental studies and permitting; or\n2) Adoption of a resolution directing the City Manager to provide alternate options for the Kelly Drive\nand Park Drive Complete Street Improvements Project that do not include roundabouts for City\nCouncil consideration at a future meeting and amending the proposed Capital Improvement Program\nfive-year plan to move the forecasted construction budget request to fiscal year 2026-27 for Capital\nImprovement Program Project No. 6075; and\n3) Adoption of a resolution removing interim traffic circles comprised of yellow ceramic domes from\nthe intersections of Kelly Drive/Park Drive and Kelly Drive/Hillside Drive, slurry sealing, restriping to\nthe city’s current standard operating procedure, and adding all way stops on Kelly Drive at the\nintersections with Park Drive and Hillside Drive by adopting the plans and specifications for a change\norder to the 2023 Slurry Seal Project and transferring $195,000 from Capital Improvement Program\nProject No. 6075 to the Pavement Management Program, Capital Improvement Program Project No.\n6001.
