6.\nFINANCE COMMITTEE: AMENDMENTS TO FISCAL YEAR 2026 OPERATING BUDGET (Finance Dept.)\nRecommendation: It is recommended that the City Council:\n(1)\nFind that the proposed action in the agenda report is not a “project” subject to the California Environmental Quality Act (CEQA)\npursuant to State CEQA Guidelines Section 21065 and within the meaning of Section 15378(b);\nand\n(2)\nAmend the Fiscal Year (FY) 2026 Operating Budget as detailed in the agenda report by recognizing and appropriating an additional\n$500,000 in the General Fund and increasing the Citywide Full-Time Equivalents (FTEs) by\n2.0 permanent FTEs.\nCity Council
