Item 50:\nSecond Amendment to the Reimbursement Agreement and Park Development\nAgreement for the Quarry Falls Development Project.\nTotal Estimated Cost of Proposed Action and Funding Source:\nThe three park projects will be built by the developer and reimbursed in the form of\ncredits to the total amount of $15,232,395, from the Mission Valley-Urban Community\nDevelopment Impact Fee Fund. Cost estimates for the Regional Arterial System (RAS)\nmobility improvements have been updated to reflect current costs, totaling to a maximum\nof $60,016,882.\nCouncil District(s) Affected: 7.\nProposed Actions:\nAdopt the following Ordinance which was introduced on 6/9/2025, Item 602 (Council\nvoted 8-0, Councilmember Campbell-not present):\n(O-2025-66)\nOrdinance authorizing the Mayor, or his designee, to execute the Second Amendment to\nthe Reimbursement and Park Development Agreements with Quarry Falls, LLC for an\nadditional $6,522,395 in an amount not to exceed $15,232,395, authorizing the Chief\nFinancial Officer to appropriate and expend $16,000 for staff costs in connection with the\nQuarry Falls Development Project, and authorizing the Chief Financial Officer to\nappropriate and expend $26,000 for staff costs related to Regional Arterial System\nprojects.\n6 votes required pursuant to Charter Section 99.\nCommittee Actions Taken:\nThis item was heard at the Active Transportation and Infrastructure Committee meeting\non May 22, 2025.\nACTION: Motion by Committee Member von Wilpert, second by Second by Chair\nWhitburn, to recommend Council approval of staff’s proposed actions.\nVOTE: 4-0; Whitburn-yea, Lee-yea, Foster III-yea, von Wilpert-yea.\nPlanning: Gaetano Martedi, (619) 533-3678\nCity Attorney Contact: Shannon Eckmeyer
