B.\nADOPT A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF\nJURUPA VALLEY, CALIFORNIA, TO AMEND THE CLASSIFICATION\nAND COMPENSATION SALARY SCHEDULE TO INCLUDE CITY\nCOUNCIL’S APPROVAL OF TWO NEW CLASSIFICATIONS AND 3%\nCOST OF LIVING INCREASE FY 2025-26, AND RECLASSIFY THREE\nPOSITIONS, INCREASE CAFETERIA ALLOWANCE, AND IMPLEMENT\nTOP OF SALARY RANGE PAY FOR PERFORMANCE POLICY\n1. Requested Action:\nThat the City Council approves the creation of two\n(2) new classifications including the job description and salary range as follows:\n•\nRecommended Position Title/Job Series\nEmergency Management Services\nRecommended Salary Range\nRange 143\nCoordinator\n•\nIT Manager\nRange 149\n2. That the City Council approves (3) reclassifications:\nCurrent Position Title/Range\nHuman Resources & Risk\nRecommended Title/Range\nDirector of Human Resources &\nManagement Manager, Range 162\nRisk Management, Range, 167\n•\nManagement Analyst/CD, Range, 137\nSr. Management Analyst/CD,\nRange, 143\n•\nCurrent Position Title/Range\nIT Analyst\nRecommended Title/Range\nIT Manager\nRange 137\nRange 149\n•\n3. That the City Council approves the increase in the Cafeteria Allowance and\nMedical Opt-Out from $1,800 - $1,900 effective July 1, 2025, and authorize the\nCity Manager, or their designee, to execute minor revision to the Cafeteria Plan\nDocument to reflect the increase.\n4. That the City Council approves the Cost-of-Living Adjustment (COLA) of\n3%, effective the first pay period in July 2025. Eligible employees are\nrequired to be active on payroll at the time the COLA is effective and paid.\n5. That the City Council approves implementing an incentive for high\nperformance employees at the top of their salary range. The incentive will not\nexceed 5% of the employees’ base salary and will be paid as an annual onetime payment effective on the employee’s anniversary date.\n6. That the City Council adopt a Resolution No. 2025-98 of the City Council of\nthe City of Jurupa Valley, California, to establish a classification and\ncompensation schedule for Fiscal Year 2025-2026 entitled:\nA RESOLUTION OF THE CITY COUNCIL OF THE CITY OF JURUPA\nVALLEY, CALIFORNIA, TO AMEND THE CLASSIFICATION AND\nCOMPENSATION SALARY SCHEDULE TO INCLUDE TWO NEW\nCLASSIFICATIONS AND 3% COST OF LIVING INCREASE FY 202526, AND RECLASSIFY THREE POSITIONS, INCREASE CAFETERIA\nALLOWANCE, AND IMPLEMENT TOP OF SALARY RANGE PAY\nFOR PERFORMANCE POLICY
