H. Consideration to extend and award contracts for Fiscal Year 2025-26 for\nemergency work for the Greater Portuguese Bend-Ancient Altamira Landslide\nEmergency Project. (Copp)\nRecommendation: 1) Reconfirm, by a four-fifths vote, there is a need to\ncontinue the work on the Vertical Deep Dewatering Emergency Project\ndeclared by Council-adopted Resolution No. 2024-20 on May 7, 2024, finding\nan emergency exists requiring immediate action in the Greater Portuguese\nBend-Ancient Altamira Landslide Complex (Landslide Complex) to seek to\nmitigate the movement of the landslide; 2) Direct the City Clerk to confirm the\nsame in the minutes of this City Council meeting, via Minute Order, reflecting\nthis action; 3) Award a Professional Services Agreement to Cotton, Shires and\nAssociates, Inc. for landslide emergency stabilization geological, geotechnical\nengineering, peer review and related services in the not-to-exceed amount of\n$450,000, for a one-year term; 4) Award a Professional Services Agreement to\nGeologic Associates, Inc. for landslide emergency stabilization geological,\ngeotechnical engineering, design and related services in the not-to-exceed\namount of $575,000, for a one-year term; 5) Award a Professional Services\nAgreement to Hout Construction Services, Inc. for landslide emergency\nstabilization project management, construction management, inspection, and\nrelated services in the not-to-exceed amount of $300,000, for a one-year term;\n6) Award a Professional Services Agreement to Hout Construction Services,\nInc. for construction management and inspection services of landslide\nroadway repairs in the not-to-exceed amount of $100,000, for a one-year term;\n7) Award a Professional Services Agreement to LSA Associates, Inc. for\nlandslide emergency stabilization environmental compliance monitoring,\nreporting, permitting and related services in the not-to-exceed amount of\n$550,000, for a one-year term; 8) Award a Professional Services Agreement to\nMichael R. McGee (dba McGee Surveying Consulting) for landslide surveying\nand related services in the not-to-exceed amount of $320,000, for a one-year\nterm; 9) Award a Professional Services Agreement to Paul Hansen\nEngineering, LLC. for landslide emergency stabilization independent cost\nestimating and related services in the not-to-exceed amount of $75,000, for a\none-year term; 10) Award a Contract Services Agreement to Herc Rentals, Inc.\nfor providing and maintaining generators to continue powering the City’s Deep\nDewatering Wells within the Landslide Complex in the not-to-exceed amount\nof $422,000, for a one-year term; 11) Award a Contract Services Agreement to\nDion and Sons, Inc. for providing fueling services for generators to continue\npowering the City’s Deep Dewatering Wells within the Landslide Complex in\nthe no-to-exceed amount of $340,000, for a one-year term; 12) Award a Public\nWorks Agreement to Malcolm Drilling Company, Inc. for on-call landslide\nemergency stabilization construction, dewatering well drilling, winterization,\nand related services in the not-to-exceed amount of $2,500,000, for a oneyear term, for which the completed value of work under the Agreement\ncombined with other related on-call contracts will not exceed the project\nbudget; 13) Award a Public Works Agreement to J&O Well Drilling, Inc. for\nlandslide emergency on-call dewatering well drilling and related services in the\nnot-to-exceed amount of $1,500,000, for a one-year term, for which the\ncompleted value of work under the Agreement combined with other related oncall contracts will not exceed the project budget; 14) Award a Public Works\nAgreement to J&H Drilling Company, Inc. (dba M-R Drilling) for landslide\nemergency on-call dewatering well drilling and related services in the not-toexceed amount of $1,500,000, for a one-year term, for which the completed\nvalue of work under the Agreement combined with other related on-call\ncontracts will not exceed the project budget; 15) Award a Public Works\nAgreement to Colich & Sons, L.P. for emergency on-call landslide stabilization\nconstruction services, storm drain repairs, sanitary sewer repairs and related\nwork in the not-to-exceed amount of $1,500,000, for a one-year term, for\nwhich the completed value of work under the Agreement combined with other\nrelated on-call contracts will not exceed the project budget; 16) Award a Public\nWorks Agreement to Clarke Contracting Corporation for emergency on-call\nlandslide stabilization construction services, storm drain repairs, sanitary\nsewer repairs and related work in the not-to-exceed amount of $1,500,000, for\na one-year term, for which the completed value of work under the agreement\ncombined with other related on-call contracts will not exceed the project\nbudget; 17) Award a Public Works Agreement to Hardy and Harper, Inc. for\nemergency landslide roadway repair and related services in the not-to-exceed\namount of $2,200,000, for a one-year term; 18) Award a Public Works\nAgreement to Inland Engineering Services, Inc. for emergency landslide\nroadway repair and related services in the not-to-exceed amount of $200,000,\nfor a one-year term; 19) Award a Contract Services Agreement to Multi W\nSystems, Inc. for on-call landslide emergency lift station pump maintenance,\nrepairs and related services for the Abalone Cove Sanitary Sewer System in\nthe not-to-exceed amount of $100,000 for a one-year term, for which the\ncompleted value of work under the Agreement combined with other related oncall contracts will not exceed the project budget; 20) Award a Contract\nServices Agreement to Ocean Blue Environmental Services, Inc. for on-call\nlandslide emergency spill response and related services in the not-to-exceed\namount of $1,400,000 for a one-year term, for which the completed value of\nwork under the agreement combined with other related on-call contracts will\nnot exceed the project budget; 21) Award a Contract Services Agreement to\nMonaco Mechanical, Inc. (dba All Area Services) for landslide emergency oncall plumbing services in the not-to-exceed amount of $75,000, for a one-year\nterm, for which the completed value of work under the Agreement combined\nwith other related on-call contracts will not exceed the project budget; 22)\nAward a Public Works Agreement to Southwest Pipeline and Trenchless\nCorporation for landslide emergency on-call sanitary sewer and storm drain\nrepairs in the not-to-exceed amount of $50,000, for a one-year term, for which\nthe completed value of work under the Agreement combined with other related\non-call contracts will not exceed the project budget; 23) Award a Public Works\nAgreement to Performance Pipeline Technologies, Inc. for landslide\nemergency on-call sanitary sewer and storm drain inspections in the not-toexceed amount of $100,000, for a one-year term, for which the completed\nvalue of work under the Agreement combined with other related on-call\ncontracts will not exceed the project budget; 24) Award a Contract Services\nAgreement to Ferrelgas Partners, L.P. (dba Ferrelgas) for generator fueling\nand gas storage tank services for the Abalone Cove Sanitary Sewer System\nlift stations in the not-to-exceed amount of $100,000, for a one-year term; 25)\nAward a Contract Services Agreement to Genesis Electrical, Inc. for generator\nmaintenance and repair services for the Abalone Cove Sanitary Sewer System\nlift stations in the not-to-exceed amount of $25,000, for a one-year term; and,\n26) Authorize the Mayor to execute the above-listed Agreements in a form\napproved by the City Attorney.\nAgenda Report
