RESOLUTION NO. 2025-25; AMENDING THE BUDGET AND APPROPRIATING\nREVENUE FOR THE FISCAL YEAR 2025-2026 - It is recommended City Council adopt proposed\nresolution.\n1) RESOLUTION NO. 2025-26; AMENDING RESOLUTION NO. 1862 PERTAINING TO\nRULES AND PROCEDURES FOR PROCEEDINGS OF THE CITY COUNCIL, AND FOR ITS\nOFFICERS AND EMPLOYEES\n2) RESOLUTION NO. 2025-27, ADDING JOB CLASSIFICATIONS IN ATTACHMENT B OF\nRESOLUTION NO 2024-25 – It is recommended City Council adopt proposed resolution.\n3) RESOLUTION NO. 2025-28; ESTABLISHING PAYING AND REPORTING THE VALUE\nOF EMPLOYER PAID MEMBER CONTRIBUTION FOR CITY OFFICERS AND EMPLOYEES\n- It is recommended City Council adopt proposed resolution.\n4) AGREEMENT FOR A COMMUNITY RECREATION PROGRAM WITH THE ABC\nUNIFIED SCHOOL DISTRICT – It is recommended City Council approve Agreement with ABC\nUnified School District to continue to provide recreational facilities to students and residents for the\nperiod of July 1, 2025 to June 30, 2030. and residents for period of July 1, 2025, to June 30, 2030.\n5) RESOLUTION NO. 2025-29; RENEWING AN AGREEMENT BETWEEN THE CITY AND\nCOMMUNITY FAMILY GUIDANCE CENTER - It is recommended City Council adopt proposed\nresolution which authorizes the Mayor to execute the agreement between the City of Lakewood and\nCommunity Family Guidance Center to provide counseling services to the residents of Lakewood\nfor the period of July 1, 2025 to June 30, 2026, and provide CDBG funds in an amount not to\nexceed $11,000.\n6) RESOLUTION NO. 2025-30; RENEWING AN AGREEMENT BETWEEN THE CITY AND\nHUMAN SERVICES ASSOCIATION (HSA) - It is recommended City Council adopt proposed\nresolution which authorizes the Mayor to execute the agreement between the City of Lakewood and\nHuman Services Association to provide congregate and home delivered meals to the residents of\nLakewood for the period of July 1, 2025 to June 30, 2026 and provide CDBG funds in an amount\nnot to exceed $12,000.\n7) RESOLUTION NO. 2025-31; RENEWING AN AGREEMENT BETWEEN THE CITY AND\nLAKEWOOD MEALS ON WHEELS - It is recommended City Council adopt proposed resolution\nwhich authorizes the Mayor to execute the Agreement between the City of Lakewood and Meals on\nWheels of Long Beach to direct CDBG funds in the amount of $11,000 for the purpose of providing\nhome delivery of nutritional meals to elderly, handicapped and convalescing residents of Lakewood\nand payments made for travel to volunteers performing these services for the period of July 1, 2025\nto June 30, 2026.\nJune 10, 2025\n8) RESOLUTION NO. 2025-32; RENEWING AN AGREEMENT BETWEEN THE CITY AND\nPATHWAYS VOLUNTEER HOSPICE - It is recommended City Council adopt proposed\nresolution which authorizes Mayor to execute agreement between City of Lakewood and Pathways\nVolunteer Hospice to provide service to terminally ill and grieving residents of Lakewood for the\nperiod of July 1, 2025 to June 30, 2026 and provide CDBG funds in amount not to exceed $8,000.\n9) TELECOMMUNICATIONS SERVICES AGREEMENT WITH ABILITA LA - It is\nrecommended City Council extend the telecommunications services agreement with Abilita LA for\na period ending June 30, 2026, in an amount not-to-exceed $23,100 per year, and authorize the\nMayor to sign the amendment.\n10) AMENDMENT TO AGREEMENT FOR PUBLICATION OF RECREATION AND\nCOMMUNITY SERVICES CATALOG WITH ADVANTAGE MAILING, LLC - It is\nrecommended City Council authorize Mayor to execute the First Amendment to Agreement for\nPublication of Recreation and Community Services Catalog with Advantage Mailing, LLC, for an\nadditional one year period of July 1, 2025 to June 30, 2026, at a contract rate not to exceed $53,757.\n11) AGREEMENT WITH ALS GROUP U.S.A. FOR WATER QUALITY TESTING SERVICES\n- It is recommended City Council extend the existing agreement with ALS Group USA, Corp. for\nwater quality testing to June 30, 2026, and authorize the Mayor to sign the agreement.\n12) AMENDMENT TO ENGINEERING SERVICES AGREEMENT WITH ARDURRA GROUP\nINC. - It is recommended City Council approve the amendment to the consulting agreement with\nArdurra Group Inc. for Engineering & Project Management Support Services, and authorize the\nMayor to sign the amendment.\n13) AGREEMENT FOR ENGINEERING SERVICES WITH ASSOCIATED SOILS\nENGINEERING, INC. - It is recommended City Council extend the engineering services agreement\nwith Associated Soils Engineering for a period ending June 30, 2026, in an amount not to exceed\nbudgeted amounts for geotechnical work, and authorize the Mayor to sign the amendment.\n14) AGREEMENT WITH ATLANTIC AVIATION FOR FUEL SERVICES - It is recommended\nthat the City Council approve an agreement with Atlantic Aviation for refueling the City’s Sky\nKnight helicopters for a 3-year term commencing July 1, 2025, and authorize the Mayor to sign the\nagreement.\n15) AMENDMENT TO AGREEMENT FOR ON-CALL SERVICES FOR WELL AND\nBOOSTER PUMP MAINTENANCE WITH BAKERSFIELD WELL & PUMP CO. - It is\nrecommended City Council approve third amendment to agreement with Bakersfield Well & Pump\nCo. of Bakersfield, CA for on-call services for well and booster pump maintenance and authorize\nMayor to sign agreement.\n16) AGREEMENT WITH BUCKNAM INFRASTRUCTURE GROUP FOR ANNUAL GIS\nSUPPORT SERVICES - Staff recommends City Council approve the amendment to the consulting\nagreement with Bucknam Infrastructure Group for GIS Support Services starting July 1, 2025, and\nauthorize the Mayor to sign the amendment; authorize Lakewood’s Annual GIS Support Services\nfor an annual fee of $50,000; authorize the use of Measure R in the amount of $17,520; and\nauthorize the use of Measure M in the amount of $50,000.\n1. 2 CONSIDERATION OF BUDGET REVISIONS FOR FISCAL YEAR 2025-26\n17) AMENDMENT TO AGREEMENT FOR ON-CALL CONSULTING SERVICES WITH\nCANNON CORPORATION - It is recommended City Council approve amendment to Professional\nServices Agreement with Cannon Corporation on-call consulting services for a not-to-exceed\namount of $50,000 for FY 2025-2026 and $75,000 for FY2026-2027; and authorize the Mayor to\nsign the agreement.\n18) SERVICE AGREEMENT WITH CARE SOLACE, INC. - It is recommended City Council\napprove FY 25-26 agreement with Care Solace, Inc. until June 30, 2026, in amount of $67,500.\n19) RESOLUTION NO. 2025-33; AMENDING THE AGREEMENT WITH THE GREATER\nLAKEWOOD CHAMBER OF COMMERCE - It is recommended City Council adopt proposed\nresolution.\n20) AGREEMENT FOR HARDSCAPE MAINTENANCE WITH CJ CONSTRUCTION - It is\nrecommended City Council extend the hardscape maintenance agreement with CJ Construction, Inc.\nfor a period ending June 30, 2026, in an amount not to exceed budgeted amounts for hardscape and\nasphalt repairs and amounts funded by other than general funds, and authorize the Mayor to sign the\namendment.\n21) AGREEMENT WITH CRAFTWATER ENGINEERING - It is recommended City Council\nrenew the on-call Engineering Services Agreement with Craftwater Engineering, Inc. for a one-year\nperiod ending June 30, 2026, and authorize the mayor to sign the amendment.\n22) AGREEMENT FOR ON-CALL ARCHITECTURAL SERVICES WITH DAHLIN GROUP It is recommended City Council amend the on-call architectural services agreement with Dahlin\nGroup, and authorize the Mayor to sign the amendment.\n23) AGREEMENT WITH DEKRA-LITE FOR CENTRE DECOR - It is recommended City\nCouncil extend the agreement for the installation, removal and storage of lighting and equipment\nfrom Dekra-Lite for a one-year period ending June 30, 2026, in an amount not to exceed $70,000\nper year, and authorize the Mayor to sign the amendment.\n24) MEMORANDUM OF UNDERSTANDING WITH DIAMOND ENVIRONMENTAL\nSERVICES - It is recommended City Council approve the renewal of the Memorandum of\nUnderstanding with Diamond Environmental Services for a three-year period beginning on July 1,\n2025 and ending on June 30, 2028, as a tool to expedite the procurement of emergency restrooms\nand sinks.\n25) AMENDMENT TO AGREEMENT WITH DIVE/CORR, INC. FOR WATER STORAGE\nFACILITY INSPECTION AND MAINTENANCE – It is recommended City Council approve\namendment to agreement with Dive/Corr, Inc. for not-to-exceed amount of $25,000 for\nFY 2025-2026 and $25,000 in FY 2026-2027 for water storage facility inspection and maintenance\nand authorize Mayor to sign agreement.\n26) AMENDMENT TO AGREEMENT WITH DOTY BROS CONSTRUCTION FOR ON-CALL\nEMERGENCY UTILITY REPAIRS – It is recommended City Council approve amendment to\nprofessional services agreement with Doty Bros. Construction for not-to-exceed amount of $60,000\nfor FY 2025 2026 and $60,000 in FY 2026-2027 and authorize Mayor to sign amendment to the\ncorresponding agreement.\n27) AGREEMENT FOR YOUTH TRANSPORTATION SERVICES WITH DURHAM SCHOOL\nSERVICES - It is recommended City Council authorize the Mayor to execute the Agreement for\nDurham School Services, L.P. to provide charter bus transportation to the city. The agreement is to\ncommence on July 1, 2025 and terminate on June 30, 2026, at a contracted rate not to exceed\n$48,000 annually.\n28) AMENDING THE RATE FOR BIN AND SPECIAL REFUSE SERVICES - It is\nrecommended City Council approve the proposed amendment, which adjusts the maximum amounts\nthat may be charged by the contractor for special bin services for FY 2025-2026.\n29) AGREEMENT FOR ON-CALL ELECTRICAL ENGINEERING SERVICES WITH FBA\nENGINEERING - It is recommended City Council renew the consulting agreement with FBA\nEngineering for electrical engineering services for FY 2025-2026 and authorize the Mayor to sign\nthe agreement.\n30) AGREEMENT WITH FLEX PAINTING – FIX-UP PAINT-UP PROGRAM – It is\nrecommended City Council approve contract and scope of services to provide $50,000 budgeted for\npainting and minor home repairs to eligible homeowners through the Fix-Up Paint-Up Program with\nFlex Painting from July 1, 2025 through June 30, 2026.\n31) AGREEMENT FOR STORM WATER SERVICES WITH G2 CONSTRUCTION, INC. - It is\nrecommended City amend the storm water services agreement with G2 Construction, Inc. for period\nending June 30, 2026, and authorize the Mayor to sign the amendment.\n32) AMENDMENT TO AGREEMENT WITH GREENE BACKFLOW FOR ANNUAL\nBACKFLOW TESTING AND REPAIR SERVICES – It is recommended City Council approve\namendment to agreement with Greene Backflow for not-to-exceed amount of $20,000 for\nFY 2025-2026 $20,000 for FY 2026-2027 for backflow testing services; and authorize Mayor to\nsign amendment to corresponding agreement.\n33) AMENDMENT TO AGREEMENT WITH CITY OF HAWAIIAN GARDENS FOR\nHELICOPTER PATROL SERVICES - It is recommended City Council approve the second\namendment to the agreement with the City of Hawaiian Gardens extending the term for air support\nservices one additional year and authorize the Mayor to sign the agreement.\n34) AGREEMENT WITH HOMELESS LIAISON, LLC FOR HOMELESS SERVICES LIAISON\n- It is recommended City Council approve an agreement with Adriana Lopez to serve as the\nHomeless Services Liaison for the term of July 1, 2025 through June 30, 2026 and authorize the\nMayor to sign the agreement.\n35) AGREEMENT WITH HOUSING RIGHTS CENTER – It is recommended City Council\napprove contract and scope of services with Housing Rights Center for fair housing consulting\nservices through June 30, 2026, and authorize the contract amount not to exceed $26,000 for the\nyear.\n36) AGREEMENT FOR FIRE AND BURGLAR SECURITY SYSTEMS MONITORING AND\nMAINTENANCE SERVICES WITH JMG SECURITY SYSTEMS INC. - It is recommended City\nCouncil extend agreement with JMG Security Systems Inc. for an additional one-year term ending\nJune 30, 2026.\nJune 10, 2025\n1. 2 CONSIDERATION OF BUDGET REVISIONS FOR FISCAL YEAR 2025-26\n37) AGREEMENT FOR STORM WATER SERVICES WITH JOHN L. HUNTER &\nASSOCIATES - It is recommended City Council amend the storm water services agreement with\nJohn L. Hunter & Associates for period ending June 30, 2026, in a not-to-exceed budgeted amount\nfor storm water consultant services and authorize the Mayor to sign the amendment.\n38) AGREEMENT WITH KILEY AND ASSOCIATES FOR FEDERAL GOVERNMENTAL\nRELATIONS SERVICES - It is recommended City Council authorize City Manager or designee to\nenter agreement with Kiley and Associates for FY 2025-26 in amount of $45,000.\n39) AGREEMENT FOR MEDIAN LANDSCAPE MAINTENANCE AND MOWING\nSERVICES OF CITY FACILITIES WITH LANDCARE - It is recommended City Council\nauthorize the Mayor to execute the agreement with LandCare, to commence on July 1, 2025 and\nterminate on June 30, 2026, at a contracted price not to exceed $111,756 annually.\n40) AGREEMENT FOR ELEVATOR PREVENTATIVE MAINTENANCE AND REPAIR\nSERVICES WITH LIFTECH ELEVATOR SERVICES, INC. - It is recommended City Council\namend the elevator services agreement with Liftech Elevator Services, Inc., for a period of one year\nending June 30, 2026, in an amount not-to-exceed $20,000 per year, and authorize the Mayor to\nsign the amendment.\n41) AGREEMENTS FOR LONG BEACH TRANSIT FIXED ROUTE SUBSIDY AND\nDIAL-A-LIFT SERVICES - It is recommended City Council authorize the Mayor to sign the\nreimbursement agreements with Long Beach Transit, for both Fixed Route bus services and\nDial-A-Lift services.\n42) AMENDMENT TO AGREEMENT WITH LOS ANGELES COUNTY FOR COMMUNITY\nPROSECUTOR PROGRAM - It is recommended the City Council approve an agreement\namendment with Los Angeles County through the Office of the District Attorney for the Community\nProsecutor Program, and authorize the Mayor to sign the agreement.\n43) AGREEMENT FOR TRANSPORTATION PLANNING AND ENGINEERING SERVICES\nWITH LSA ASSOCIATES, INC. - It is recommended City Council extend the transportation\nplanning and engineering services agreement with LSA for a period ending June 30, 2026, in an\namount not to exceed budgeted amounts for transportation planning and authorize the Mayor to sign\nthe amendment.\n44) AGREEMENT WITH MACERICH LAKEWOOD LP FOR LAW ENFORCEMENT\nSERVICES AT LAKEWOOD CENTER MALL - It is recommended City Council approve the\nagreement with Macerich Lakewood LP for funding one deputy sheriff from July 1, 2025 through\nJune 30, 2026, and authorize the Mayor to sign the agreement.\n45) AGREEMENT WITH MACERICH LAKEWOOD LP FOR SUPPLEMENTAL LAW\nENFORCEMENT SERVICES AT LAKEWOOD CENTER MALL - It is recommended City\nCouncil approve the agreement with Macerich Lakewood LP for Supplemental Law Enforcement\nServices through the Public Safety Department commencing July 1, 2025 through June 30, 2026,\nand authorize the Mayor to sign the agreement.\nJune 10, 2025\nPUBLIC HEARINGS: - Continued\n1. 2 CONSIDERATION OF BUDGET REVISIONS FOR FISCAL YEAR 2025-26\n46) AMENDMENT TO AGREEMENT WITH MACRO AUTOMATICS FOR SCADA SYSTEM\nMAINTENANCE - It is recommended City Council approve the amendment to professional\nservices agreement with Macro Automatics Corporation for not-to-exceed amount of $60,000 for\nFY 2025-2026 and $60,000 for FY 2026-2027; and authorize Mayor to sign agreement.\n47) VENDOR AGREEMENT WITH MEALS ON WHEELS OF LONG BEACH - It is\nrecommended City Council approve the Vendor Agreement with Meals on Wheels of Long Beach\nto conduct their home meal delivery program from the Burns Community Center for the period of n\nJuly 1, 2025, to June 30, 2027.\n48) PROFESSIONAL\nSERVICE\nAGREEMENT\nWITH\nMICHAEL\nRANESES\nADMINISTRATIVE HEARINGS - It is recommended City Council approve professional service\nagreement with Michael Raneses for administrative hearing officer services.\n49) AGREEMENT FOR ENGINEERING AND TRAFFIC SURVEY SERVICES WITH\nNEWPORT TRAFFIC STUDIES - It is recommended City Council extend the engineering and\ntraffic survey services agreement with NTS for a period ending June 30, 2026, in an amount not to\nexceed budgeted amounts and authorize the Mayor to sign the amendment.\n50) AGREEMENT FOR ENVIRONMENTAL CONSULTING SERVICES WITH NICHOLLS\nCONSULTING - It is recommended City Council amend the environmental services agreement\nwith Nicholls Consulting for a period ending June 30, 2026 and authorize the Mayor to sign the\namendment.\n51) AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT FOR MAINTENANCE\nOF STORMWATER CAPTURE FACILITIES - It is recommended City Council approve third\namendment to the agreement with O.C. Vacuum Environmental Services for a not-to-exceed\namount of $80,000.00 for FY 2025-2026 and $80,000.00 for FY 2026-2027; and authorize the\nMayor to sign the agreement.\n52) AGREEMENT FOR ON-CALL HAZARDOUS WASTE REMOVAL SERVICES WITH\nOCEAN BLUE ENVIRONMENTAL SERVICES, INC. - It is recommended City renew the\nenvironmental services agreement with Ocean Blue Environmental Services, Inc., for a one-year\nperiod ending June 30, 2026, in an amount not to exceed $135,000 per year, and authorize the\nMayor to sign the amendment.\n53) AMENDMENT TO AGREEMENT WITH OSCAR’S ELECTRIC, INC. FOR ON-CALL\nELECTRICAL SERVICES - It is recommended City Council approve amendment to professional\nservices agreement with Oscar’s Electric, Inc. for on-call electrical services for not-to-exceed\namount of $40,000 for FY 2025-2026 and $40,000 for FY 2026-2027 and authorize Mayor to sign\ncontract.\n54) HEALTH AND SAFETY CONSULTING SERVICE AGREEMENT WITH PACIFIC EH&S\nSERVICE, INC. - It is recommended City Council authorize the Mayor to execute an Amendment to\nthe Agreement for Health and Safety Consulting Services with Pacific EH&S Service, Inc.\nJune 10, 2025\nPUBLIC HEARINGS: - Continued\n1. 2 CONSIDERATION OF BUDGET REVISIONS FOR FISCAL YEAR 2025-26\n55) AGREEMENT FOR TRAFFIC STRIPING MAINTENANCE SERVICES WITH PCI - It is\nrecommended City Council extend the traffic striping maintenance services agreement with PCI for\na period ending June 30, 2026, in an amount not to exceed budgeted amounts for pavement striping\nand authorize the Mayor to sign the amendment.\n56) CONSULTANT SERVICES AGREEMENT WITH PERMITECH SOLUTIONS - It is\nrecommended City Council approve consultant services agreement with PermiTech Solutions for\nperiod ending June 30, 2026, and authorize Mayor to sign agreement.\n57) AGREEMENT FOR ON-CALL MECHANICAL AND PLUMBING ENGINEERING\nSERVICES WITH POCOCK DESIGN SOLUTIONS INC. - It is recommended City Council renew\nconsulting agreement with Pocock Design Solutions for mechanical and plumbing engineering\nservices for one-year period ending June 30, 2026, and authorize Mayor to sign amendment.\n58) AGREEMENT WITH PRECISION CONCRETE CUTTING FOR TRIP HAZARD\nREMOVAL SERVICES - It is recommended the City Council amend sidewalk services agreement\nwith Precision Concrete Cutting for a period of one year ending June 30, 2026, and authorize Mayor\nto sign the amendment.\n59) REGIONAL GOVERNMENT SERVICES AUTHORITY FOR MANAGEMENT AND\nADMINISTRATIVE SERVICES - It is recommended City Council approve amendment to\nconsulting agreement with Regional Government Services Authority and authorize its execution by\nMayor on behalf of City.\n60) AMENDMENT TO AGREEMENT WITH SALVATION ARMY FOR BELL SHELTER - It\nis recommended City Council approve amendment to agreement with Salvation Army for dedicated\ncrisis shelter beds at their Bell Shelter, for an additional year, July 1, 2025 - June 30, 2026, and\nadjusted nightly bed rate of $89.00 and authorize the Mayor to sign agreement amendment.\n61) AGREEMENT FOR ENVIRONMENTAL SERVICES WITH S.C.S.
