9M.\nAPPROVAL OF FIRST AMENDMENT EXTENDING THE LETTER AGREEMENT WITH\nHARRIS & ASSOCIATES (HARRIS) FOR ANNUAL ADMINISTRATION SERVICES\nFOR STANTON LIGHTING AND LANDSCAPING DISTRICT NO. 1, PROTECTIVE\nSERVICES TAX ROLL, AND SEWER USER FEE SERVICES\nStaff is seeking City Council approval to extend the term for the professional services\nletter agreement with Harris & Associates to perform the annual administration services\nfor Stanton Lighting and Landscaping District No. 1, which includes the preparation of the\nEngineer’s Report, the annual administration for the protective services tax roll and sewer\nuser fee tax roll. The scope of work is for the next two fiscal years (Fiscal Years 2026/27\nand 2027/28). Staff believes this term extension is in the best interest of the City and\nintends to issue a request for proposals (RFP) for a new five-year cycle of tax\nadministration and sewer user fee services after the extension period is completed.\nHarris has been providing annual administrative and support services to the City for over\n16 years and utilizes their knowledge and experience to provide the City with quality\nservices. The original letter agreement was entered into on February 20, 2024, and\nexpires on August 10, 2025. If approved, this first amendment will extend the term of the\nagreement through August 10, 2027, and increase the not-to-exceed compensation\namount from $34,940 to $71,970.\nRECOMMENDED ACTION:\n1. City Council find that the project is categorically exempt from the California City\nCouncil find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Section 15378(b)(5) (Organizational or administrative activities\nof governments that will not result in direct or indirect physical changes in the\nenvironment); and\n2. Approve the First Amendment to the existing letter agreement with Harris and\nAssociates extending the term to August 10, 2027 and increasing the associated notto-exceed compensation amount to seventy-one thousand nine hundred seventy\ndollars ($71,970); and\n3. Authorize the Executive Director/City Manager to execute the First Amendment to the\nexisting letter agreement with Harris and Associates for the annual administration of\nStanton Lighting and Landscaping District No. 1, protective services tax roll, and\nsewer user fee tax roll for Fiscal Years 2026-27 and 2027-28.\nEND OF CONSENT CALENDAR\nStanton City Council Agenda
