9I.\nAWARD OF CONSTRUCTION CONTRACT FOR THE STANTON COMMUNITY /\nSENIOR CENTER IMPROVEMENTS PROJECT (TASK CODE NO. 2025-601) AND\nTRANSFER OF FUNDS\nTwo bids for the Stanton Community / Senior Center Improvements Project were opened\non June 30, 2025. Based on the post-bid analysis of the bids received, staff has\ndetermined the bid submitted by A2Z Construct, Inc. to be the lowest responsible and\nresponsive bid at $606,050. At this time, staff is requesting a transfer of funds from within\nthe CIP budget to complete construction of the project and recommending awarding the\nconstruction contract to A2Z Construct, Inc.\nRECOMMENDED ACTION:\n1. City Council find that this project is exempt from the California Environmental Quality\nAct (“CEQA”), Class 1, Section 15301(a) as operation, repair, and minor interior or\nexterior alterations of existing public facilities; and\n2. Award a construction contract for the Stanton Community / Senior Center\nImprovements Project to A2Z Construct, Inc. for the bid amount of $606,050 and reject\nall other bids; and\n3. Authorize the City Manager to bind the City of Stanton and A2Z Construct, Inc. in a\ncontract for the construction; and\n4. Authorize the City Manager to approve contract change orders, not to exceed\n$30,302.50; and\n5. Transfer $56,352.50 from the 2026-602 City Hall / Community Center Keycard Access\nProject (General Fund #101) to increase the Stanton Community / Senior Center\nImprovement Project (Task Code No. 2025-601) budget to $676,352.50.
