16. APPROPRIATION OF FUNDS AND AWARD OF CONTRACT TO IMPLEMENT AN\nACCESS CONTROL SYSTEM FOR THE POLICE DEPARTMENT – F2M23-22,\nRFP2M23-2, C2M23-17, M2M23-49\nOn January 9, 2023, the City Council approved the distribution of a Request for Proposals\n(RFP) to provide a centralized access control system. On February 14, 2023, the City\nreceived five proposals. Staff evaluated and ranked the proposals in accordance with the\ncriteria stated in the RFP. The proposal received from MVP ranked overall highest based\n8\n3-27-23\non quality and completeness of submitted proposal, understanding of project objectives\nand system requirements, project approach, project timeline, implementation, and training\nplan, fee proposal/proposed cost, support and services, qualifications and experience with\nsimilar types of efforts, and professional references. The project will replace existing\naccess points, add additional controlled access points, upgrade the City’s Police\nDepartment access control system and provide maintenance/support for a five-year\nperiod.\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to MVP Security Systems, Inc. (MVP) in\nthe amount up to $295,935 for professional services to provide a centralized access\ncontrol system for a five-year period; appropriate additional funds to enable the contract;\nand, direct staff to undertake the steps necessary to finalize City Council’s action.\n(M2M23-49)
