11.A. Adoption of an 1) Urgency Ordinance and 2) introducing a regular Ordinance\namending Monterey Park Municipal Code Chapter 3.100 (Public Works Contracts) and\nSubsection C of MPMC § 3.090.050 (Signature Authority) to add sections governing\ncontracting to abate public nuisances and finding such actions to be exempt from\nfurther environmental review under California Environmental Quality Act Guidelines\n§§ 15273, 15301, and 15302\nIt is recommended that the City Council consider:\n1. Adopting an Urgency Ordinance, by at least four-fifths (4/5) vote, to amend Monterey\nMunicipal Park Code (“MPMC") Chapter 3.100 (Public Works Contracts) and MPMC\n§ 3.090.050 (Signature Authority) to add sections governing contracting to abate\npublic nuisances;\n2. Introducing and waiving first reading of an Ordinance amending MPMC Chapter\n3.100 entitled (Public Works Contracts) and MPMC § 3.090.050 (Signature Authority)\nto add sections governing contracting to abate public nuisances; and\n3. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nAs set forth further in each the Urgency Ordinance and Ordinance, the proposed MPMC\namendment is categorically exempt from further CEQA review under CEQA Guidelines §§\n15301 (Class 1, Existing Facilities) and 15302 (Class 2 Replacement or Reconstruction).
