10.A. Consideration and Possible Action to adopt an ordinance establishing Refuse\nFranchise Fee Rates\nIt is recommended that the City Council consider:\n1. Opening the public hearing;\n2. Receiving all written and verbal testimony regarding the proposed refuse franchise\nfee rates;\n3. Determining whether there is a majority protest against the proposed rates;\n4. If no majority protest exists, that the City Council introduce and waive first reading of\nOrdinance No. _____ - Setting the Refuse Franchise Fee Rates (Attachment 1); and\n5. Taking such additional, related, action that may be desirable.
