9.H. Sewer Improvements at Garvey Avenue – Award of Contract\nIt is recommended that the City Council consider:\n1. Authorizing the City Manager to execute a public works contract, in a form approved\nby the City Attorney, with GRBCON, Inc., in the amount of $1,622,775 for the Sewer\nImprovements at Various Locations (the “Project”);\n2. Authorizing the Director of Public Works to approve change orders and contingency\nup to $162,278 (10%) of the contract amount, for a total project cost of $1,785,053;\nand\n3. Taking such additional, related, action that may be desirable.\nCEQA (California Environmental Quality Act):\nThe City reviewed the environmental impacts of the proposed Ordinance pursuant to the\nCalifornia Environmental Quality Act (Public Resources Code §§ 21000, et seq. “CEQA”)\nand the regulations promulgated thereunder (14 Cal. Code of Regs. §§ 15000, et seq., the\n“CEQA Guidelines”). CEQA Guideline § Section 15303 (Class 3: New Construction or\nConversion of Small Structures) and Section 15304 (Class 4: Minor Alterations to Land) of\nthe California Code of Regulations. These sections cover the installation, repair, or removal\nof pipelines less than one mile long in a public right-of-way. The proposed work will occur\nentirely within the City street and is less than a mile. Accordingly, no further environmental\nreview is required.
