4.\nApprove the Fiscal Year 2025-2029 Consolidated Plan and the Fiscal Year 2025-2026 Annual\nAction Plan for federal Community Development Block Grant (CDBG), HOME Investment\nPartnerships Program (HOME), Emergency Solutions Grant (ESG), and Housing Opportunities\nfor Persons With AIDS (HOPWA) funds totaling $9,344,819.70; and designate the Director of the\nHousing and Community Development Department, or designee, as the Certifying Official\nauthorized to execute all documents related to the administration, management, and\nimplementation of the CDBG, HOME, ESG, and HOPWA programs.
