10.\nApprove an Agreement with the lowest responsible bidder, Consensus Systems Technologies\nCorporation, in the amount of $1,950,000, for engineering and equipment procurement, to\nimplement various ITS and CV technologies as part of the U.S. Department of Transportation\nSMART Grant Project to improve traffic flow and test autonomous vehicle technologies; authorize\nthe Director of Public Works to execute the contract and related documents and to take the\nnecessary actions to implement and administer the contract; determine the Project is\ncategorically exempt from the California Environmental Quality Act pursuant to Class 3, Section\n15303 (d) (New Construction) of Title 14 of the California Code of Regulations; and authorize the\nFinance Director to execute the Escrow Agreement pertaining to contract retentions.
