14. \nAPPROVAL OF LIBRARY CAPITAL IMPROVEMENT PLAN\nRecommendations:\n(1) Approve the proposed Library Capital Improvement Plan developed jointly with the County of Orange;\n(2) Authorize staff to submit the approved Plan to the County by August 1, 2025, in accordance with the Lease Agreement;\n(3) Appropriate $750,000 in the Capital Improvement Fund with a matching increase in estimated revenue for the immediate improvements to the Laguna Beach Library; and\n(4) Find that the Library Capital Improvement Plan is exempt from the California Environmental Quality Act pursuant to section 15378 or 15061(b)(3) of the CEQA Guidelines.
