20. \nAMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH DE NOVO PLANNING GROUP FOR REVISED SCOPE OF WORK FOR COMPREHENSIVE ZONING CODE UPDATE, INCLUDING DEVELOPMENT OF OBJECTIVE DESIGN STANDARDS; AND FINDING ACTION IS NOT A PROJECT UNDER CEQA GUIDELINES SECTION 15378\nRecommendations:\n(1) Authorize the City Manager to execute a contract amendment, all in a form acceptable to the City Attorney, with De Novo Planning Group for the modified and additional tasks associated with the preparation of a Comprehensive Zoning Code Update, for a $388,300 increase, at a total cost not to exceed $709,749; and\n(2) Find that this action is not a project subject to the California Environmental Quality Act under State CEQA Guidelines Section 15378.
