10.\nAuthorization to submit an application to the State Department of Parks and Recreation\nfor a Land and Water Conservation Fund Grant\nRECOMMENDATION:\nThat the City Council adopts the next Resolutions, in order to:\n1. Determine that the submission of the grant application for the Land and Water\nConservation Fund (LWCF), Wells Park Improvements Project, is not subject to\nthe CEQA guideline section 15378(b)(5); and\n2.
