C. Request of Councilmember Zwick, Councilmember Raskin, and Mayor Pro Tem Torosis that the City\nCouncil direct the City Manager to return with options for revising development standards to\neffectively implement Housing Element Program 1.C. Despite prior best efforts, our City continues to\nsee underutilized parking lots remain vacant on commercial corridors. Updates to development\nstandards may be needed in order to incentivize housing projects along transit corridors and near a\nfuture “Great Park.” Specifically, additional incentives may include new zoning/ development\nstandards for housing projects on surface parking lots associated with commercial corridors that\nmatch the zoning/ development standards of the commercial corridors they abut and removal of the\nrequirement that new housing projects replace code-required parking at 50%\nNew Item Received 7/24/2025\nStaff Report Printout
