Item 104:\nDeclare the City-Owned Real Property Commonly Known as the Old Central\nLibrary Located at 820 E Street, San Diego, CA (Property), “Surplus Land” Under\nthe Surplus Land Act (California Government Code Sections 54220-54234) and\nAuthorize Issuance of a Notice of Availability of the Property for Sale or Ground\nLease for Redevelopment.\nTotal Estimated Cost of Proposed Action and Funding Source:\nNet proceeds from the sale of and/or any rent payments from a Ground Lease on the\nProperty will be deposited into the General Fund. Transaction costs including but not\nlimited to appraisal, third-party review of agreement, and title and escrow shall be paid by\nthe future developer (buyer or tenant).\nCouncil District(s) Affected: 3.\nProposed Actions:\n(R-2026-21)\nResolution declaring 0.69 acres of City-owned real property located at 820 E Street in the\nCity of San Diego surplus land under California Government Code sections 54220\nthrough 54234 and authorizing the Mayor or designee to issue a notice of availability of\nthe property for sale or lease.\nCommittee Actions Taken:\nThis item was heard at the Land Use and Housing Committee meeting on May 15, 2025.\nACTION: Motion by Vice Chair Elo-Rivera, second by Chair Lee, to:\n1. Declare the Property “surplus land” under the SLA.\n2.
