B.13. FISCAL YEAR 2025-26 CULTURAL EVENTS AND WAIVER OF\nFACILITY USE FEES FOR EVENTS SUPPORTING THE RUSSIANSPEAKING COMMUNITY [Y. QUARKER, A. LOVANO, J. DEL TORO, T.\nRODZINEK]:\nSUBJECT: The City Council will consider approving the programming of\ncultural events for Fiscal Year 2025-26, hosted by local non-profit\norganizations in support of the Russian-Speaking community.\nRECOMMENDATIONS: 1) Approve programming of cultural events\nhosted by local non-profit organizations in support of the Russianspeaking community during FY 2025-26; 2) Allow nonprofit organizations\nto charge fees or accept donations to offset production costs for\nperformances or related projects; 3) Authorize use of the City’s name and\nlogo on promotional and collateral materials; 4) Direct the\nCommunications Department to utilize all appropriate communication tools\nto promote the events including, but not limited to, the City’s website,\npress release, and social media tools; 5) Authorize the City Manager or\nhis designee to negotiate and approve the related contractual agreements\nwith the selected local non-profit organizations in support of the Russianspeaking community during FY 2025-26; 6) Approve the waiver of facility\nuse fees for organizations as listed in this report; 7) Authorize an\nadditional hour of validated parking for event participants at the 5-story\nWest Hollywood Park garage, up to a total of 3 hours; 8) Approve the\nwaiver of the 3-hour parking restrictions at Plummer Park for events that\nexceed 2 hours; and 9) Authorize staff to waive other special events\npermit fees and other ancillary fees as deemed necessary.
