9.1 LYNWOOD LIGHTING ASSESSMENT DISTRICT, FY 2025/2026\nComments:\nThe Lynwood Lighting Assessment District was formed in 1981 under the Landscaping\nand Lighting Act of 1972. The cost of maintenance, including the assessment engineering\ncosts and administration, can be levied annually against the properties that receive the\nbenefits thereby relieving the General Fund of those costs. Property owners can be\nassessed only for the special benefits received. The assessments are levied as a fair and\nequitable way to provide funds to maintain, operate and improve the lighting throughout\nthe City. The plans and specifications for the District are on file in the Office of the\nDirector of Public Works.\nOn June 3, 2025, the City Council adopted the following three resolutions:\n1. Resolution Initiating Proceedings for the Annual Levy of Assessments and Balloting\nProcedures to Levy Proposed New or Increased Assessments\n2.\nResolution Declaring its Intention to Order the Levy and Collection of Annual\nAssessments and to Ballot Property Owners for Fiscal Year 2025/2026 within the Lighting\nAssessment District\n3. Resolution Preliminary Approval of the Annual Engineer’s Report Including Proposed\nNew or Increased Assessments for the Lighting Assessment District\nNotices and ballots prepared in compliance with Proposition 218 were mailed to all\nproperty owners on June 20, 2025, 45 days in advance of the Public Hearing scheduled\nfor August 5, 2025. (FIN/PW)\nRecommendation:\nStaff recommends that the City Council hold a public hearing, and after considering all\noral statements and all written protests made or filed by any interested person, to close\nthe public hearing and approve the following actions:\n1.\nAdopt - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LYNWOOD\nAPPROVING THE FINAL ENGINEER’S REPORT INCLUDING PROPOSED\nINCREASED ASSESSMENTS, CONFIRMING THE DISTRICT DIAGRAM AND\nCURRENT ASSESSMENTS, ORDERING THE LEVY AND COLLECTION OF ANNUAL\nASSESSMENTS FOR FISCAL YEAR 2025/2026 FOR THE LYNWOOD LIGHTING\nASSESSMENT DISTRICT TO BE LEVIED BY THE COUNTY OF LOS ANGELES, AND\nSTATING THAT IF NO MAJORITY PROTEST IS RECEIVED IN THE PROPERTY\nOWNER BALLOTING, THE NEW ASSESSMENT RATES SHALL SUPERSEDE PRIOR\nAPPROVED ASSESSMENTS UPON CERTIFICATION OF BALLOT RESULTS AT THE\nNEXT SCHEDULED COUNCIL MEETING\n2.\nCity Clerk shall direct Willdan to start the tabulation of the ballots.\n3. Announce that ballot tabulation is open for public witnesses, may be continued to the\nnext day, and the results of the ballot tabulation may be declared at the next Council\nmeeting.
