19. \nPUBLIC MEETING FOR PROPOSED UNDERGROUND UTILITY ASSESSMENT DISTRICT 2021-1 (WEST STREET)\nRecommendations:\n(1) Hear public comments on proposed Underground Utility Assessment District 2021-1 (West Street);\n(2) Receive a report of updated project costs and purchase methods of municipal bonds; and\n(3) Provide direction to staff on the purchase method of municipal bonds, assuming an estimated bond proceeds amount of $4-5 million.
