10A. SETTING OF PUBLIC HEARING TO APPROVE ANNUAL SEWER SERVICE\nCHARGES FOR FISCAL YEAR 2025/26 THROUGH FISCAL YEAR 2029/30\nOn March 25, 2025, the City Council preliminarily approved the Comprehensive Sewer\nUtility Rate Study Report prepared by the City’s consultant, Willdan Financial Services\n(“Willdan”) (Exhibit A of Attachment A), and set a public hearing for Tuesday, June 10,\n2025, at 6:30 p.m. to receive public comment and legal objections regarding the proposed\nsewer rates. On April 23, 2025, AllStates Mailing Services, Inc., the City’s vendors, mailed\nnotices to each Stanton property owner of record to communicate the City Council would\nbe considering proposed changes to the City’s sewer rates during tonight’s public hearing\n(Attachment B). The notice was mailed in three languages: English, Spanish, and\nVietnamese.\nStaff is seeking City Council approval of Resolution No. 2025-24, which identifies the\nmaximum annual sewer service charges that may be charged annually for Fiscal Years\n2025/26 through Fiscal Year 2029/30 (Attachment A).\nRECOMMENDED ACTION:\n1. City Council find that this item is not subject to California Environmental Quality Act\n(“CEQA”) pursuant to Public Resources Code Section 21080(b)(8) and State CEQA\nGuidelines Section 15273 because the annual sewer service charges are necessary\nand reasonable to fund the administration, operation, maintenance, and\nimprovements of the sewer systems and will not result in the expansion of the sewer\nsystem; and\n2. City Council conduct a public hearing to receive public comment, including legal\nobjections, regarding the proposed changes to the City’s Annual Sewer Service\nCharges for Fiscal Years 2025/26 through 2029/30; and,\n3. Close the public hearing and request for a tabulation of the protests that have been\nreceived by the City prior to the close of the public hearing; and\n4. Declare that there is not a majority protest to the adoption of the revised Annual Sewer\nService Charges; and\n5. Adopt Resolution No. 2025-24, entitled:\n“A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADOPTING THE ANNUAL SEWER SERVICE CHARGE\nRATES FOR SEWER SERVICE PROVIDED ON AND AFTER JULY 1,\n2025, AND TAKING OTHER ACTIONS RELATING THERETO”.\nStanton City Council Agenda\nJune 10, 2025
