13.1 A Majority Protest Public Hearing Per Article XIIID, Section 6 of the California\nConstitution and Government Code Section 53755 Et Seq. to Consider and Approve\nan Uncodified Ordinance Approving an Updated Schedule of Increased Sewer Service\nFees and Charges Levied Upon Real Property Parcels of the City Commencing with\nthe 2025-2026 Fiscal Year.\nRECOMMENDATION OF BU SINESS ITEM UNDER CONSIDERATION:\nIt is recommended that the City Council:\n1. Open the Majority Protest Public Hearing;\n2. Receive presentation of City staff and the Consultant responsible for preparing a sewer\nservice charge study and analysis supporting the proposed schedule of increase sewer\nservice fees and charges;\n3. Pose questions to City staff and the Consultant;\n4. Open the public comment portion of the Majority Protest Public Hearing and announce\nthat no additional written protests or written objections will be accepted following the\nclose of the public comment portion of the majority protest public hearing;\n5. Close the public comment portion of the public hearing;\n6. Direct staff to enter into the records of the proceeds all written objections submitted\npursuant to AB2257 as well as any written responses of the City;\n7. If necessary, call a temporary recess to the public hearing so that the City Clerk may\ncount the total number of protests received and so that City staff may also prepare\nwritten responses to any additional timely submitted written objections;\n8. Reconvene the public hearing and announce the results of the majority protest count,\nand present any additional written objections and their corresponding responses to the\nCity Council; and\n9.
