Receive public comments; and\n\n\n PH- 2. PUBLIC WORKS DEPARTMENT\n Public Hearing to consider the Energy Efficiency and\n Renewable Energy Project (Project), pursuant to\n California Government Code 4217.\n Recommendation:\n 1. Receive public comments;\n 2. Find that the Project is exempt under\n California Environmental Quality Act\n Guidelines, Section 15301 (a) Existing\n Facilities;\n Recommendation:\n 1. Receive public comments;\n 2. Find that the Project is exempt under\n California Environmental Quality Act\n Guidelines, Section 15301 (a) Existing\n Facilities;\n 3. Find that it is in the City's best interest to\n enter into an Energy Efficiency Solutions\n Agreement (Agreement) with Alliance\n Building Solutions, LLC. (ABS), and that\n the anticipated cost to the City from the\n services provided by ABS will be less\n than the anticipated cost to the City of the\n energy that the City would have\n consumed;\n 4. Approve Measurement and Verification\n Agreement (M&V Agreement) with\n ABS, for measurement and verification\n services and savings guarantee associated\n with the Scope of Work described in the\n Agreement, for an amount not to exceed\n $415,068, for the period of March 25,\n 2025, through March 25, 2045;\n 5. Adopt a resolution authorizing the\n execution of an Agreement with ABS for\n the design and construction of energy-\n related improvements at various City\n facilities;\n 6. Award a contract and approve an\n agreement with ABS for $8,232,337, for\n the design and construction of the\n Project;\n 7. Authorize an additional City-controlled\n and directed 10% contingency, not to\n exceed $823,233, for a total amount of\n $9,055,570; and\n 8. Adopt a resolution amending the Fiscal\n Year 2024-2025 Operating Budget for\n $3,169,450. (General Fund)
