5. PUBLIC COMMENTS\nThis is the portion of the meeting set aside to invite public comments regarding any matter within the subject matter jurisdiction of the City Council. Public\ncomments may also be submitted by email at publiccomments@cityofartesia.us before 12:00 p.m. on the date of the meeting. Public comments are limited\nto no more than three minutes each. If comments relate to a specific agenda item, those comments will be taken following the staff report for that item and\nprior to the City Council vote. Under the provisions of the Brown Act, the City Council is prohibited from taking action on items that are not listed on the\nagenda, but may refer the matter to staff or to a subsequent meeting.
