26. Establishing Emergency Climate Shelters in Response to the Inclement\nWeather Crisis\nRecommendation as submitted by Supervisor Barger: Direct the Chief\nExecutive Officer to report back to the Board in writing in 90 days to identify\nfunding for the construction, rehabilitation, or acquisition and operation of at\nleast one emergency shelter in each Service Planning Area (SPA) in Los\nAngeles County, with consideration of modular construction or other innovative\ndesign options, identify potential for partnering with local jurisdictions that can\nidentify land and/or capital costs, prioritize County funding for services at sites;\nand take the following actions:\nDirect the Chief Executive Officer, through its Real Estate Division, to\nreport back to the Board in writing in 90 days to identify sites and/or\nspace in each SPA (e.g., unused parking lots) for the temporary\nplacement of emergency shelter or construction of emergency shelter on\npublic or private lands;\nInstruct the Executive Director of the Homeless Initiative, Chief Executive\nOffice, to coordinate with the Directors of Mental Health, Public Social\nServices, Health Services, Public Health, Children and Family Services,\nJustice, Care and Opportunities, Military and Veterans Affairs, in\nconsultation with the Chief Executive Officers of the Los Angeles\nHomeless Services Authority and the Los Angeles County Metropolitan\nTransportation Authority, to report back to the Board in writing in 90 days\nto identify funding - including underspend - for emergency climate\nshelters;\nDirect the Chief Executive Officer, with input from the Chief Executive\nOfficer of the Los Angeles Homeless Services Authority, to report back to\nthe Board in writing in 90 days with a service delivery model for\nemergency climate shelters, including 24/7 availability, including an\nemergency meeting to conduct a capacity assessment with all Los\nAngeles County service providers to identify resources needs, logistical\nchallenges, and potential areas for collaboration, this should include\nfunding options for two levels of Service Delivery, such as:\nCore Support: Each shelter will provide three meals a day,\nshowers, bathrooms, hygiene products, clothes, problem\nsolving/family reunification and other basic needs, this should also\ninclude onsite security; and\nComprehensive Support Services: This includes medical services,\nharm reduction, connections to mental health and substance use\ndisorder treatment resources, emergency shelter, document\nreadiness, record clearing, housing navigation, connection to time\nlimited subsidies/shallow subsidy, job training, and all applicable\nCity and County resources;\nInstruct the Executive Director of the Homeless Initiative, Chief Executive\nOffice, to report back to the Board in writing on the progress towards\nciting, construction, and/or acquisition of emergency shelter, and once a\npath towards building emergency shelters has been established, report\nback to the Board on the effectiveness of the emergency shelters with\nregular evaluations, as part of the ongoing updates associated with the\nEmergency Declaration, these evaluations will assess the impact of\nshelters on resident health and well-being, which will incorporate\nfeedback from shelter residents and service providers that will be integral\nin refining and improving the emergency response system, mechanisms\nfor collecting and analyzing feedback will be established to ensure\ncontinuous improvement;\nThe Executive Committee on Regional Homeless Alignment (ECHRA)\nshall convene “Regional Roundtables” with elected officials from the\nCounty and 88 municipalities within Los Angeles County to discuss the\ncreation of collaborative agreements for regional shelter sites, this should\ninclude exploring City and County joint funding agreements and\nconsulting local jurisdictions to assist in identifying sites, these meetings\nwill be hosted by the Chair and Co-Chair of ECHRA; and\nAuthorize the Chief Executive Officer and the Executive Officer of the\nBoard, or their designees, to execute any agreements necessary to\nsupport the foregoing efforts.
