29. Bridging Resource Gaps in the Antelope Valley\nRecommendation as submitted by Supervisor Barger: Instruct the Executive\nDirector of Racial Equity, in collaboration with the Chief Information Officer, the\nExecutive Director of the Homeless Initiative, Chief Executive Office, Directors\nof Child Support Services, Children and Family Services, Consumer and\nBusiness Affairs, Economic Development, Health Services, Internal Services,\nJustice, Care and Opportunities, Mental Health, Parks and Recreation, Public\nHealth, Public Social Services, Public Works, Regional Planning, and Youth\nDevelopment, the County Librarian, the Sheriff, and other relevant County\nentities and partners, to report back to the Board in writing in 180 days on the\nfollowing:\nAn equity analysis highlighting population demographics, disparities, and\nresource distribution in the Antelope Valley, including, but not limited to,\nthe following topics: physical and mental health, income and employment,\nhousing and homelessness, education, public safety and justice, child\nand youth development, the built environment, and data to be\ndisaggregated by each city and unincorporated area to the greatest\nextent possible, given the geographic and population diversity throughout\nthe region;\nAn Equity Atlas featuring dashboards, data displays, and maps that\nvisually represent data from the equity analysis and other inputs to track,\nmeasure, and inform the development of policies, plans, and strategies to\naddress existing community needs in the Antelope Valley to advance\nequitable investment;\nAn analysis of gaps and barriers regarding access to, and utilization of,\nCounty programs and services by Antelope Valley residents with\nrecommendations that address identified needs, where the analysis shall\nbe informed by, and incorporate feedback and recommendations\ncollected during robust outreach and engagement activities, including\npast community events, and upon completing the analysis, report back to\nthe Board in writing within 60 days on a structured plan to implement the\nrecommendations, followed by a plan to evaluate and assess the\neffectiveness to ensure continuous improvement; and\nAn online resource map of County services and other community assets\navailable in the Antelope Valley developed in collaboration with the\nDirectors of Justice, Care and Opportunities and Public Health, and\nother relevant Department Heads and entities, to promote greater\nawareness of and access to existing resources;\nInstruct the Executive Director of Racial Equity, and in collaboration with the\nCenter for Strategic Partnerships, to collaborate with philanthropic partners to\nseek funding to support the aforementioned equity analysis, mapping and atlas,\nand a plan to prioritize and pursue coordinated long term investment in the\nAntelope Valley that advance equitable outcomes throughout the region; and\nAuthorize the Chief Executive Officer to apply for and accept local, State, and\nFederal grants to support the above efforts.
