43. Maintenance, Repair, Remodeling, and Refurbishment of County\nInfrastructure and Facilities Job Order Contracts\nRecommendation: Adopt the SimpleBid Book Job Order Contracting Unit Price\nCatalog prepared by Cannon/Parkin, Inc., dated June 17, 2024, and the Job\nOrder Contract (JOC) Construction Task Catalog and Specifications prepared\nby The Gordian Group, Inc., dated August 2024; advertise for bids to be\nreceived by 3:00 p.m. on November 5, 2024, and the Internal Services\nDepartment (ISD) to publicly open bids on October 23, 2024 using\nCannon/Parkin, Inc.'s SimpleBid Job Order Contract System, for 10 separate\nJOCs: FIREJOC1, FIREJOC2, FIREJOC3, LVJOC6, LVJOC7, LVJOC8,\nFJOC3, FJOC4, PAINTJOC1, and PAINTJOC2; and for ISD to publicly open\nbids on October 23, 2024, using The Gordian Group, Inc.’s JOC System for 12\nseparate JOCs: JOC203, JOC204, GEJOC205, HVACJOC32, HVACJOC33,\nROOFJOC18, ROOFJOC19, EJOC61, EJOC62, PLUMBJOC12, AAJOC1, and\nAAJOC2; find that the adoption of the two JOC unit price books from\nCannon/Parkin, Inc., dated June 17, 2024, and The Gordian Group, Inc., dated\nAugust 2024, approval for advertisement for bids, the proposed award of JOCs,\nand related recommended actions, are not a project under the California\nEnvironmental Quality Act (CEQA), and that issuance of work orders for\nprojects that have previously been determined to be exempt from CEQA are\nwithin the scope of the previous exemption findings under CEQA; and authorize\nthe Director of Internal Services to take the following actions: (Internal\nServices Department) ADOPT\nFor each of the 22 JOCs determine that a bid is nonresponsive and\nreject a bid on that basis, award to the next lowest responsive and\nresponsible bidder, and waive inconsequential and non-material\ndeficiencies in bids submitted, in accordance with the bid specifications;\nAward and execute three general and 19 specialty JOC agreements: two\nheating, ventilating, and air conditioning, two roofing, two electrical, one\nplumbing, two asbestos abatement, three fire protection, three low\nvoltage, two flooring, and two painting, and establish the effective date\nfollowing receipt of approved Faithful Performance and Payment for\nLabor and Materials Bonds and evidence of the required insurance by\nthe contractors, with agreements JOC203, JOC204, GEJOC205,\nHVACJOC32, HVACJOC33, ROOFJOC18, ROOFJOC19, EJOC61,\nEJOC62, PLUMBJOC12, AAJOC1, and AAJOC2 each for an amount not\nto exceed $5,700,000, agreements FIREJOC1, FIREJOC2, FIREJOC3,\nLVJOC6, LVJOC7, LVJOC8, FJOC3, FJOC4, PAINTJOC1, and\nPAINTJOC2 each for an amount not to exceed $2,000,000, and with an\naggregate amount not to exceed $88,400,000 for all 22 JOCs; and\nIssue work orders for projects that are not subject to the State Public\nContract Code, including maintenance work, as applicable, in an amount\nnot to exceed $330,000 per work order, subject to the limitation that the\naggregate amount of all work orders issued under a particular JOC does\nnot exceed the $5,700,000 contract amount of the JOC for agreements\nJOC203, JOC204, GEJOC205, HVACJOC32, HVACJOC33,\nROOFJOC18, ROOFJOC19, EJOC61, EJOC62, PLUMBJOC12,\nAAJOC1, and AAJOC2, and $2,000,000 for agreements FIREJOC1,\nFIREJOC2, FIREJOC3, LVJOC6, LVJOC7, LVJOC8, FJOC3, FJOC4,\nPAINTJOC1, and PAINTJOC2, and for all work orders in excess of\n$150,000 on projects that are not subject to the State Public Contract\nCode, the Board will be notified, one week in advance, with a Board\nmemo.
