57. Fire Camp 13 Woolsey Fire Reconstruction Project\nRecommendation: Acting as the Governing Body of the Consolidated Fire\nProtection District (District), reject all bids received on July 26, 2023 for the\nFire Camp 13 Woolsey Fire Reconstruction Project Capital Project No. 88721\n(Project) (3); approve the revised Project budget of $3,000,000, an increase of\n$923,000 from the previously Board-approved amount of $2,077,000 for the\nProject; approve an appropriation adjustment to transfer $923,000 from the Fire\nDistrict’s Accumulated Capital Outlay Fund Services and Supplies to the\nProject, to fully fund the Project; adopt revised plans and specifications that are\non file with Public Works for construction of the Project; readvertise for bids to\nbe received by October 23, 2024, at 1:00 p.m; find that the recommended\nactions are within the scope of a previously approved exemption from the\nCalifornia Environmental Quality Act; and authorize the Director of Public\nWorks to take the following actions: (Department of Public Works) ADOPT\nExecute a consultant services agreement with the apparent lowest\nresponsive and responsible bidder to prepare a baseline construction\nschedule for an amount not to exceed $3,000 funded by Project funds;\nDetermine that a bid is nonresponsive and reject a bid on that basis,\naward to the next lowest responsive and responsible bidder, waive\ninconsequential and nonmaterial deficiencies in bids submitted,\ndetermine whether the apparent lowest responsive and responsible\nbidder has timely prepared a satisfactory baseline construction schedule\nand satisfied all conditions for contract award, execute the construction\ncontract to the apparent lowest responsive and responsible bidder if the\nlow bid can be awarded within the approved total budget, establish the\neffective date of the contract upon receipt by the Department of Public\nWorks of acceptable performance and payment bonds and evidence of\nrequired contractor insurance, and take all other actions necessary and\nappropriate to deliver the Project;\nExecute any easements, permits, and utility connection agreements\nnecessary for the completion of the Project, provided that the costs\nrelated to these easements, permits, and agreements do not cause the\nProject to exceed the approved Project budget; and\nCarry out, manage, and deliver the Project on behalf of the District,\naward and execute consultant agreements, amendments, and\nsupplements within the same authority and limits delegated to the Director\nof Public Works, accept the Project, and release retention upon\nacceptance.
