25. Implementing a Community Engagement Office for Coordinated Faith\nOutreach\nRecommendation as submitted by Supervisors Barger and Hahn: Direct the\nChief Executive Officer to establish a community engagement office within the\nChief Executive Office, with the appropriate number of staff as listed in the\nChief Executive Officer’s August 9, 2024 report entitled, “Report Back on\nCoordinating Faith-Based Outreach in Los Angeles County,” and utilizing\nexisting staff where possible, to liaise between County Departments and the\nInterfaith and Religious Partnership, and with faith-based organizations\n(FBOs)/houses of worship (HoWs) with common goals and outcomes, with the\ncommunity engagement office to coordinate similar outreach efforts, initiatives,\nand functions across Departments, to ensure access to relevant trainings,\ncapacity building efforts and technical assistance, and monitor progress made\nby County initiatives, the January 23, 2024 Board motion entitled, “Coordinating\nFaith-Based Outreach in Los Angeles County,” (Board Order No. 18), provides\nguidance to the roles, responsibilities, and goals of this new office; work with\nthe Director of Internal Services to provide programmatic support and/or\ntraining to assist FBOs and HoWs who are interested in contracting with the\nCounty, promote County offered training, programs, and services as it relates\nto contracting; and engage with the Center for Strategic Partnerships to explore\nif philanthropic funding could be used to help pay for the staffing costs of this\noffice, or any other programs or costs that the office may incur, where\nphilanthropy has been engaged in the Department of Children and Family\nServices’ efforts to partner with the faith community so as to best support foster\nfamilies and youth in the County, and several philanthropic organizations have\nexpressed interest in supporting and potentially funding these efforts to\ncentralize the County’s efforts; and report back to the Board in writing in 90\ndays with efforts on outreach to the philanthropic communities, and how the\ncommunity engagement office could be funded, if philanthropic dollars cannot\nbe used to fund County staffing costs.
