50. Integrated Behavioral Health Information System Sole Source Amendment\nRecommendation: Approve and authorize the Director of Mental Health to\nexecute a sole source amendment to an existing contract with Netsmart\nTechnologies, Inc., (Netsmart), to continue the provision of the Integrated\nBehavioral Health Information System (IBHIS), effective December 24, 2024, to\nextend the agreement for two years, with three one-year extension options, add\n$2,498,288 in Pool Dollars and $10,323,352 for system maintenance for year\none, and add $2,573,236 in Pool Dollars and $10,633,053, for system\nmaintenance for year two, a total increase of $26,027,929, funded by Mental\nHealth Services Act and other Departmental operating revenues, for a revised\nTotal Contract Amount (TCA) of $151,994,692; and authorize the Director to\ntake the following actions: (Department of Mental Health) APPROVE (NOTE:\nThe Chief Information Officer recommends approval of this item.)\nExecute future amendments to the agreement, as detailed above, revise\nagreement language, add, delete, modify, or replace other professional\nservices/change notices and service level requirements, allow for the\nrollover of unspent funds, and/or reflect Federal, State, and County\nregulatory and/or policy changes, increase the TCA, provided that the\nincrease does not exceed 10% of the TCA approved by the Board, as\ndetailed above, and sufficient funds are available; and terminate the\ncontract in accordance with the contract’s termination provisions,\nincluding termination for convenience, if necessary.
