34. Joint and Supplemental Joint Resolutions and Annexation of\nUnincorporated Territory in the City of Whittier\nRecommendation: Adopt a joint resolution between the Board, as the governing\nbody of the County, Consolidated Fire Protection District, the Los Angeles\nCounty Flood Control District, and on behalf of the LA County Library, Road\nDistrict No. 1, Road District No. 4, County Lighting Maintenance District\n(CLMD) 1687 and the County Lighting District Landscaping and Lighting Act-1\n(LLA-1), Unincorporated Zone; the City Council of the City of Whittier (4); the\nBoards of Directors of the Greater Los Angeles County Vector Control District,\nthe County Sanitation District No. 18 and the Water Replenishment District of\nSouthern California, based on the negotiated exchange of property tax revenue\nas a result of the proposed Annexation No. 2021-09, to annex approximately\n58± acres of inhabited territory to the City of Whittier; find that the proposed\njoint resolution, with their associated actions and the transfer of the County's\nRegional Housing Needs Assessment allocation are not subject to the provisions\nof the California Environmental Quality Act; and take the following actions:\n5-VOTES\nOn behalf of County Sanitation District No. 18, adopt the joint resolution\npursuant to California Revenue and Taxation Code Section 99(b)(5);\nAuthorize the Chief Executive Officer and the Directors of Public Works,\nRegional Planning, and Parks and Recreation, to take all actions to\neffectuate the joint resolution;\nWithdraw the territory proposed for annexation from CLMD 1687 and\nexclude the territory proposed for annexation from County Lighting\nDistrict LLA-1, Unincorporated Zone;\nFind that pursuant to Government Code Section 25550.5, McNees Park\nis local in character and approve the transfer of McNees Park to the City;\nFind that the transfer of McNees Park to the City is exempt surplus land,\npursuant to Government Code Section 54221(f)(1)(D) and, therefore, not\nsubject to the requirements for the disposition of surplus land, pursuant to\nthe California Surplus Land Act;\nDirect the Chief Executive Officer or the Director of Parks and\nRecreation to submit a copy of this Surplus Land Act exemption\ndetermination to the California Department of Housing and Community\nDevelopment at least 30 days prior to the transfer pursuant to Section\n400(e) of the Surplus Land Act Guidelines.\nAuthorize the Director of Parks and Recreation to execute a Park\nTransfer Agreement between the County and the City;\nApprove and instruct the Chair to execute the quitclaim deed consistent\nwith the Transfer Agreement and applicable conditions; and\nAdopt a supplemental joint resolution to approve the transfer of the\nCounty's Regional Housing Needs Assessment allocation associated with\nproposed Annexation No. 2021-09 to the City, and instruct the Director of\nRegional Planning to take all actions necessary to effectuate such\ntransfer.
