Charles White Park Improvements Project\nRecommendation: Establish and approve the proposed Charles White Park\nImprovements Project, Capital Project (CP) No. 87801 (Project) (5), with a total\nProject budget of $3,576,000; approve the Youth Employment Plan for the\nproposed Project to meet the requirements of the Safe Neighborhood Parks\nProposition A Excess Funds Grant Program from the Regional Park and Open\nSpace District; approve an appropriation adjustment to increase $3,330,000 in\nappropriation for the proposed Project, offset with $3,310,000 revenue from the\nRegional Park and Open Space District s Safe Neighborhood Parks Proposition\nA Excess Funds available to the Fifth Supervisorial District; transfer $20,000\nprior year Net County Cost from the Farnsworth Park General Improvements,\nCP No. 87391, to fund the Project; authorize the Director of Parks and\nRecreation to deliver the proposed Project through a Board-approved Job Order\nContract; and find that the proposed Project is exempt from the California\nEnvironmental Quality Act.
