New High Village Development Project Exclusive Negotiating Agreement\nRecommendation: Authorize the Director of Economic Opportunity to execute\nthe proposed Exclusive Negotiation Agreement (ENA) between the County and\nLinc Housing Corporation, for an initial two-year term, and to extend the term of\nthe proposed ENA for a maximum of up to two 180-day ENA extension periods,\nif needed, to negotiate the potential development of County-owned land, located\nat 725 North Spring Street in the City of Los Angeles (1), commonly known as\nLos Angeles County Parking Lot 45; execute any and all related or ancillary\ndocuments or amendments to the ENA necessary to effectuate the action\nauthorized hereby, collect deposits and fees in connection with the terms of the\nENA, to administer the expenses and accounting associated with the ENA; and\nfind that the proposed actions are not a project under the California\nEnvironmental Quality Act.
