10. Re-imagining and Accelerating Safer Streets through the Equitable\nImplementation of the Los Angeles County Bicycle Master Plan\nRecommendation as submitted by Supervisors Horvath and Solis: Instruct the\nDirector of Public Works to report back to the Board in writing in 120 days on\nthe following:\nThe status of the development of the updated Los Angeles County’s 1975\nBicycle Master Plan (LACBMP) and its associated environmental impact\nreport;\nAn update on the working methodology for prioritizing corridors and\ntreatments identified in the updated LACBMP, including, but not limited\nto, corridors of greatest need, an established equity index, opportunities\nfor regional and inter-jurisdictional connectivity, properties over which the\nCounty has jurisdiction to develop a regional network of bike facilities,\nsuch as the County Flood Control District; and funding availability,\namong others;\nA comprehensive list of corridors and treatments identified in the\nLACBMP that includes a range of costs associated with the\nrecommended treatments, an estimate of unmet funding needs, and a list\nof projects and funding requests submitted by the Department of Public\nWorks (DPW), in response to the California Active Transportation\nProgram Cycle 7 Call-for-Projects;\nThe development of a program that would identify and prioritize the\ntreatments called out in the LACBMP and Vision Zero program, and\nintegrate those treatments and improvements into DPW’s five-year\nPavement Preservation Program and other road maintenance work; and\nThe feasibility, including potential cost savings, that might be realized\nthrough a Countywide program and ordinance similar to that of the City\nof Los Angeles’ Measure HLA, in which every time a street is repaved or\nrepaired, any corresponding mobility improvements must also be\nimplemented.
