1-D. Approval of Twenty-Five Year Lease of County-Owned Property Located\nat 1110 West Avenue J., Lancaster to the Los Angeles County\nDevelopment Authority\nRecommendation as submitted by Supervisor Barger: Authorize the Executive\nDirector of the Los Angeles County Development Authority to execute a lease\nagreement and any ancillary documents with the County for the lease of\nCounty-owned property located at 1110 West Avenue J in Lancaster\n(Property), and execute any amendments to the lease agreement and any\nancillary documents with the County; find that the proposed actions are exempt\nfrom the California Environmental Quality Act; and authorize the Executive\nDirector to take the following actions: (Relates to Agenda No. 20)\nUtilize $10,000,000 of the Single-Family Bond revenues for the\nrehabilitation and $2,500,000 of program funds for contingency and the\nprocurement of equipment and furniture to outfit the new office space;\nExecute a stipulated sum contract for construction services for up to\n$12,500,000 and/or a job order contracting contract, for up to\n$5,700,000, and issue work orders in excess of $330,000 and up to the\nfull contract amount, for tenant improvements needed to facilitate\npreparation of the Property for use as office space; and\nRecover the full rehabilitation cost and establish replacement reserves via\nrental payments, in accordance with the lease agreement between the\nCounty and the Los Angeles County Development Authority.
