10A. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON, CALIFORNIA\nADOPTING THE TOWN CENTER SPECIFIC PLAN AND CORRELATING GENERAL\nPLAN AMENDMENT, ZONE MAP AMENDMENT, AND SUBSEQUENT INTIAL STUDY\nAND MITIGATED NEGATIVE DECLARATION TO THE 2008 GENERAL PLAN\nENVIRONMENTAL IMPACT REPORT\nThe Planning Commission held two public hearings and voted to recommend that the City\nCouncil adopt the Stanton Town Center Specific Plan (TCSP), General Plan Amendment,\nZone Map Amendment, and Subsequent Initial Study and Mitigated Negative Declaration.\nThe TCSP is a policy document that will serve as the Zoning to implement the General\nPlan’s Town Center Mixed-Use District and establish consistency between the General\nPlan and Zoning Code. The guidelines and standards were specifically designed to create\na pedestrian-friendly community and protect existing single-family uses. The City Council\nis asked to review the TCSP and Subsequent IS/MND for adoption and hold a public\nhearing to take public comment.\nRECOMMENDED ACTION:\n1. City Council conduct the public hearing and first reading of Ordinance No. 1141,\nentitled:\n“AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF STANTON,\nCALIFORNIA, ADOPTING THE STANTON TOWN CENTER SPECIFIC PLAN,\nGENERAL PLAN AMENDMENT, ZONE MAP AMENDMENT, SUBSEQUENT\nINITIAL STUDY AND MITIGATED NEGATIVE DECLARATION TO THE 2008\nGENERAL PLAN ENVIRONMENTAL IMPACT REPORT, AND MITIGATION\nMONITORING AND REPORTING PROGRAM”; and\n2. Adopt the Initial Study and Draft Subsequent Mitigated Negative Declaration (MND)\nprepared pursuant to CEQA and the State CEQA Guidelines; and\n3. Set April 9, 2024 as the date for second reading of Ordinance No. 1141.\nMarch 26, 2024
