21. CONTRACT AMENDMENT: BICYCLE AND PEDESTRIAN IMPROVEMENT PLAN\nCONSULTING SERVICES – F2M22-33, C2M22-39, M2M24-36\n9\n2-26-24\nOn January 8th and February 12th 2024, staff presented the draft Bike and Pedestrian\nImprovement Plan for the Council’s consideration. After considerable public comment\nregarding the Plan’s details and pursuant to requests for additional review, the Council\ntabled the adoption of the Bicycle and Pedestrian Improvement Plan to March 11, 2024.\nBeyond the original scope of work, the consultant conducted a virtual workshop on\nJanuary 23, 2024; a special meeting with the Transportation Commission on January 24,\n2024; and an in-person workshop at the Library on February 1, 2024. In addition, on\nFebruary 12, 2024, it was requested the consultant engage in discussion with Asian\nPacific Islander Forward Movement (APIFM) to receive other public feedback regarding\nthe City’s draft Plan. Staff is requesting the City Council authorize an appropriation of\nfunds for the additional costs of $23,655 for the extended public review period of the Plan\n(and subsequent Plan Drafts) under Measure M for a total contract expense of\n$273,648.90.\nRecommended Action: City Council approve a second amendment, subject to final\nlanguage approval by the City Manager and City Attorney, to the contract by and between\nthe City of Alhambra and Alta Planning + Design (C2M22-39) for the development of the\nCity’s Bicycle and Pedestrian Improvement Plan in an amount not to exceed $23,655 for\nadditional public outreach during the months of January, February and March 2024;\nauthorize an additional appropriation of $23,655 under Measure M for the added scope of\nwork; and, direct staff to undertake the steps necessary to finalize Council’s action.\n(M2M24-36)
