49. Colima Road - City of Whittier Boundary to Fullerton Road Project\nAgreement\nRecommendation: Determine that the recommended actions are within the\nscope of the Colima Road - City of Whittier Boundary to Fullerton Road Project\n(Project) (1 and 4) impacts analyzed in a Mitigated Negative Declaration,\npreviously adopted by the Board on August 2, 2022; instruct the Chair to sign a\ncooperative agreement between the County and the City of Industry related to\nthe funding of the Project, the agreement provides for the County to perform the\npreliminary engineering and administer construction of the Project, with the City\nof Industry and the County to finance their respective jurisdictional shares of\nthe Project cost estimated to be $7,508,000 and $26,569,400, respectively;\nexecute amendments and modifications of a nonmaterial nature to the\nagreement to incorporate necessary nonmaterial, programmatic, and\nadministrative changes; approve the Project and authorize the Director of\nPublic Works to adopt the plans and specifications and advertise for bids at an\nestimated construction contract amount between $24,300,000 and $36,450,000\nfor the Project; and authorize the Director of Public Works, acting as the Road\nCommissioner, to take the following actions: (Department of Public Works)\nADOPT\nAdvertise for bids when ready to advertise this project;\nOpen and examine bids received at a public meeting called by the\nDirector, and determine whether the bid of the apparent responsible\ncontractor with the lowest apparent responsive bid is, in fact, responsive\nand, if not responsive, determine which apparent responsible contractor\nsubmitted the lowest responsive bid;\nAward and execute a construction contract for the Project with the\nresponsible contractor with the lowest responsive bid within or less than\nthe estimated cost range; and\nExtend the date and time for the receipt of bids, permit the substitution of\nsubcontractors and relief of bidders, approve and execute change orders\nwithin the same monetary limits delegated to the Director, accept the\nProject upon its final completion, and release retention money withheld.\n(24-0470)\nPublic Comment Correspondence\nPublic Safety
