10. VIRTUAL COMMENTS AT CITY COUNCIL MEETINGS - The City allowed public\ncomments via Zoom as a result of the COVID-19 pandemic and, as a matter of public\nconvenience, allowed Zoom comments to continue after the state-of-emergency\nelapsed. Due to incidents of hate speech affecting other municipalities, the City stopped\naccepting Zoom comments out of an abundance of caution beginning with the November\n6, 2023, City Council meeting. Mayor Tim Hepburn and Council Member Steve Johnson\nrequested the option for virtual public comments be brought forward for discussion.\nRECOMMENDATION: That the City Council provide staff with direction regarding the\noption for residents to submit virtual comments via Zoom at City Council Meetings.\nPage 4 of 7
