CONSIDERATION OF AMENDING POLICY 1201-11 (CITY COUNCIL\nMEETING AND OPERATING PROCEDURES) CONCERNING ALLOWING\nPUBLIC COMMENTS ON THE CONSENT CALENDAR PRIOR TO CITY\nCOUNCIL VOTING ON THE CONSENT CALENDAR\nStaff Recommendation\nAdopt Resolution No. 24-13, which would modify Sections 4.4.4 and 4.5.1 of\nCity Council Meeting and Operating Procedures Policy 1201-11 to clarify that\nthe public shall be allowed a total of three (3) minutes to comment on the\nConsent Calendar as one agenda item prior to the City Council voting on the\nConsent Calendar as a whole and that if a member of the City Council or staff\npulls a matter off the Consent Calendar, the matter would be treated as a\nseparate agenda item with additional public comment.
