1-D. Revised Marina Del Rey Affordable Housing Policy\nRecommendation: Authorize the Executive Director of the Los Angeles County\nDevelopment Authority to assist in the implementation and monitoring of the\naffordable units subject to the revised Marina del Rey Affordable Housing Policy\n(2) (Policy); find that the proposed actions are exempt from the California\nEnvironmental Quality Act; and authorize the Executive Director to take the\nfollowing actions: (Department of Beaches and Harbors and Los Angeles\nCounty Development Authority) APPROVE (Relates to Agenda No. 43)\nCollect fees of up to $22,000 per project from lessees for the preparation\nand execution of regulatory and monitoring agreements, affordable\nhousing plans, tenant income surveys, project feasibility analyses, and\nassociated legal fees, with the fee to be adjusted annually according to\nthe Consumer Price Index (CPI);\nCollect fees of up to $170 per unit for annual compliance monitoring for\nall Marina del Rey affordable units, with the fee to be adjusted annually\naccording to the CPI; and\nExecute a memorandum of understanding between the County and the\nLos Angeles County Development Authority (LACDA) to accept up to\n$200,000 for costs related to the Policy, and to incorporate these funds\ninto LACDA’s approved Fiscal Year 2023-24 budget.
