26. Department of Public Social Services and Agricultural\nCommissioner/Weights and Measures Lease Renewal Agreement\nRecommendation: Authorize the Chief Executive Officer to execute a proposed\nlease renewal with Rami Darghalli, Trustee of the Rami Darghalli Revocable\nLiving Trust, for the Departments of Public Social Services’ (DPSS) and\nAgricultural Commissioner/Weights and Measures’ (ACWM) continued use of\napproximately 25,166 sq ft of office space and 137 on-site parking spaces\nlocated at 335-337 East Avenue K-10, in Lancaster (5), to be occupied 94% by\nDPSS and 6% by ACWM, with an estimated maximum first-year base rental\namount of $544,000, with a one-year rent credit of $21,000, totaling $523,000,\nand an estimated total lease amount, including utility costs and janitorial costs of\n$6,935,000 over the eight-year term, the rental costs for DPSS will be funded\nby State and Federal funds that are already included in DPSS' existing budget,\nthe rental costs for ACWM will be funded by revenue generated from existing\ncontracts that are already included in ACWM’s existing budget, and DPSS and\nACWM will not be requesting additional Net County Cost; authorize the Chief\nExecutive Officer to execute any other ancillary documentation necessary to\neffectuate the proposed lease, and take actions necessary and appropriate to\nimplement the proposed lease, including, without limitation, any early\ntermination rights; and find that the proposed lease is exempt from the\nCalifornia Environmental Quality Act.
