11. Day Use Permit and Gratis Issuance of a License Agreement for Farmers\nMarket at the Martin Luther King, Jr. Medical Campus Outpatient Center\nFee Waiver\nRecommendation as submitted by Supervisor Mitchell: Find pursuant to\nGovernment Code Section 26227, that the portion of the County’s Martin Luther\nKing, Jr. Medical Campus Outpatient Center (MLK OPC) proposed for the\nfarmers market is not currently needed for exclusive County purposes during\nthose certain Wednesdays and the hours of operation of the farmers market,\nwhich will be defined in the license agreement; find that the services to be\nprovided by Sustainable Economic Enterprises of Los Angeles (SEE-LA) are\nnecessary to meet the social needs of the County and serve public purposes\nthat benefit the County; find that the proposed issuing of day use permits and\nthe granting of a non-exclusive, gratis license agreement to SEE-LA for a\nfarmers market on County-owned property is exempt from the California\nEnvironmental Quality Act; and authorize the Chief Executive Officer to take the\nfollowing actions:\nProvide monthly non-exclusive, gratis day use permits to SEE-LA,\nprovided that SEE-LA is cooperating and furnishing the information the\nCounty needs to issue a license agreement, SEE-LA is not negatively\nimpacting the County and public use of the MLK OPC, and such day\npermits do not extend past January 31, 2024;\nIn consultation with the Director of Health Services, waive the $200 per\nday event fee and the $250 cleaning deposit fee, excluding the cost of\nsecurity and liability insurance, for the day permits issued pursuant to\nthe above directive;\nExecute and issue a gratis license agreement to SEE-LA for a two-year\nterm, for the operation of a farmers market at the County-owned MLK\nOPC, upon review of the operations of the farmers market on County\nproperty during the permit period; and\nExecute other ancillary documentation necessary to effectuate the day\nuse permits, and take any other actions necessary and appropriate to\nimplement and effectuate the day use permits.
