10. Moving Parking Enforcement Services from the Sheriff’s Department to\nthe Department of Public Works\nRecommendation as submitted by Supervisor Mitchell: Direct the Chief\nExecutive Officer, in collaboration with the Director of Public Works, the\nSheriff, and in consultation with County Counsel, to prepare a full business\nanalysis, including organizational structure with appropriate levels of\nmanagement and staffing, budget and funding analysis, and proceed with the\nsteps required to transfer all parking enforcement services and authority from\nthe Sheriff’s Department Court Services Division, Civil Management Bureau,\nParking Enforcement Detail to the Department of Public Works’ (DPW)\nTransportation Services Division, or a separate division under the Director of\nPublic Works’ purview, and report back to the Board in writing in 120 days with\nan implementation plan, which should include, but is not limited to:\nSpecific steps required for DPW to fully execute parking enforcement\nservices no later than July 1, 2024;\nProgrammatic, contracting, and logistical needs;\nStaffing, any necessary movement of existing staff, and changes to\ncurrent organization structures needed to maintain current levels of\nservice and expanded service hours that are comparable to similar\njurisdictions;\nNecessary amendments or additions to County ordinances to transition\nparking enforcement authority from the Sheriff’s Department to DPW;\nShort- and long-term goals and performance metrics;\nA process to transfer capital assets and parking citation processing tools\nfor executing parking enforcement services to DPW;\nA funding plan, including gaps, opportunities, and steps needed to\ntransfer parking enforcement revenues from the Sheriff’s Department to\nDPW;\nA communication plan for unincorporated area residents to be informed\nof the transition before and after it occurs;\nComparison to parking enforcement services provided by neighboring\njurisdictions; and\nA timeline for implementation and any additional steps and tools to\nensure a swift transition of service;\nDirect the Chief Executive Officer, through its Employee Relations, to consult,\nwhere appropriate, with Labor on the impact of the transition; and\nRequest the Sheriff to promptly make available or provide access to all\ninformation including, but not limited to data, reports, employee information,\nstrategic documents, budget reports, and correspondence, requested by the\nDirector of Public Works to effectuate the directives of this motion.
