34. Special Tax Levy for Community Facilities District No. 2021-01 (Valencia -\nFacilities)\nRecommendation: Acting as the Legislative Body of the County of Los Angeles\nCommunity Facilities District No 2021-01 (Valencia - Facilities) (Facilities\nCFD), find that the proposed actions are not a project under the California\nEnvironmental Quality Act, and alternatively, for that portion of the proposed\naction that relates to the Mission Village Project (5), acting as a responsible\nagency, consider the Recirculated Environmental Impact Report (REIR)\nprepared and certified by the County as lead agency for the project; certify that\nthe Board has independently reviewed and considered the information\ncontained in the REIR and reached its own conclusions regarding the\nenvironmental effects of the Facilities CFD approvals related to the project as\nshown in the REIR, adopt the mitigation monitoring and reporting program as\napplicable, finding that the mitigation monitoring and reporting program is\nadequately designed to ensure compliance with the mitigation measures during\nproject implementation, and determine that the significant adverse effects of the\nproject have either been reduced to an acceptable level or are outweighed by\nthe specific considerations of the project, as outlined in the Environmental\nFindings of Fact and Statement of Overriding Considerations, which findings\nand statement are adopted and incorporated herein by reference as applicable;\nadopt a resolution accepting the unanimous consents and approvals of property\nowners within the area proposed to be annexed as Improvement Area No. 3 of\nthe Facilities CFD, authorizing the levy of a special tax and the incurring of\nbonded indebtedness therein, and instruct the Executive Officer to execute and\nrecord the annexation map of Improvement Area No. 3 and record a notice of\nspecial tax lien with respect thereto within 15 days; and instruct the Chair to\nsign an amendment to the Acquisition, Funding and Disclosure Agreement to\nmodify List of Facilities Bid Prior to Date of Acquisition Agreement.
