Annexation and Levying of Assessments for County Lighting Districts in\nthe Unincorporated Area of Ramona\nRecommendation: Approve the Engineer's Report for Petition No. 5-323 (Tract\n65943), for the annexation of territory to County Lighting Maintenance District\n(CLMD) 1687 and County Lighting District Landscaping and Lighting Act-1\n(CLD LLA-1), Unincorporated Zone and the levying of assessments within the\nannexed territory for street lighting purposes located in the unincorporated area\nof Ramona (1); adopt a resolution of intention to Annex Territory to CLMD 1687\nand CLD LLA-1, Unincorporated Zone, order the levying of assessments within\nthe annexed territory for Fiscal Year 2025-26; advertise and set December 12,\n2023 for a public hearing on the proposed annexation and levying of annual\nassessments within the annexed territories for street lighting purposes based on\nthe approved Engineer's Reports, which establish assessments for the petition\narea based on land use type with an annual base assessment rate for a\nsingle-family residence of $5 for the Unincorporated Zone of CLD LLA-1; and\nfind that the proposed project is exempt from the California Environmental\nQuality Act.
