9. Restricting the Leasing/Renting of Recreational Vehicles in Los Angeles\nCounty\nRecommendation as submitted by Supervisors Mitchell and Barger: Instruct the\nExecutive Director of the Homeless Initiative, Chief Executive Office, in\ncollaboration with the Directors of Consumer and Business Affairs, Public\nWorks, Regional Planning and Public Health, and County Counsel, to report\nback to the Board in writing within 90 days with an analysis and\nrecommendations for proposed County ordinances to curtail the selling, leasing,\nor renting of Recreational Vehicles (RV) and oversized vessels in the public\nright-of-way, including the following:\nAny relevant County Codes prohibiting RVs and oversized vessels from\nbeing sold, leased, or rented in the public right-of-way and any\nrecommendations for County Code amendments related thereto;\nA proposed escalating fine structure for County Code violations\nregarding the aforementioned and how fines can be invested and\nintegrated into the County’s Homelessness Initiative for the Pathway\nHome RV program’s rehousing strategy;\nRequirements for the lessor of an RV or an oversized vessel, such as a\nboat, to comply with relevant State and Federal laws as it relates to the\nsale and lease of RVs or vessels;\nThe feasibility of adopting ordinances that place restrictions on the sale\nor auctioning of personal RVs and oversized vessels in the public\nright-of-way;\nAny relevant State laws which can be used for local accountability of\nvanlords for habitability, health and wellness issues, or illegal activity\nliability; and\nAn analysis of, and recommendations to, the County’s rent stabilization\nordinance and mobile home rent stabilization to protect people\nexperiencing homelessness who rent RVs or oversized vehicles,\nincluding the feasibility of requiring relocation expenses for any\nindividuals dwelling within an RV or an oversized vessel, including\nrepayment of any illegally collected rental arrears for the duration of their\nstay.
