22. Updating the County's Implementation of the Proclamation of a Local\nEmergency for Homelessness in the County of Los Angeles\nRecommendation as submitted by Supervisors Horvath and Barger: Designate\n“Homelessness and Eviction Prevention” as the fourth People Experiencing\nHomelessness (PEH) mission, in response to the "Proclamation of a Local\nEmergency for Homelessness in the County of Los Angeles," proclaimed by the\nBoard on January 10, 2023 (Emergency Proclamation); to expedite the leasing\nof property to implement or support the four PEH missions, authorize the Chief\nExecutive Officer to negotiate, execute and amend leases or other agreements\nfor the use of real property, after compliance with the California Environmental\nQuality Act (Public Resources Code Section 21000 et seq.) and the notice\nrequirements of Government Code Section 25351 for real property located\nwithin incorporated cities, provided that:\nThe Chief Executive Officer confirms in writing that there is good cause\njustification for the execution of the lease, agreement, and/or\namendment, in that it implements or is in support of a PEH mission in\nresponse to the Emergency Proclamation;\nThe Chief Executive Officer confirms in writing that funds have been\napproved by the Board, or by a Board office, in its County Homeless\nPrevention Initiative - Homeless Services Fund, or are otherwise\nbudgeted Federal, State or local funds that can be used to implement or\nsupport a PEH mission in response to the Emergency Proclamation; and\nThe term of the lease or agreement, including all amendments, shall\nexpire no later than two years after the Board terminates the Emergency\nProclamation, unless the Chief Executive Officer has obtained Board\nauthority to extend the agreement for a longer term;\nInstruct all County Department Heads charged with implementing the\nEmergency Proclamation to utilize the streamlined hiring and procurement\nprocesses, delegated authorities, and all additional tools afforded to the\nDepartments to implement the Emergency Proclamation and directives of the\nBoard in response thereto, and provide timely written updates to the Los\nAngeles County Homeless Initiative (HI) for use in their monthly reports on the\nEmergency Proclamation’s implementation;\nInstruct the leadership of County Departments identified as integral to the\nCounty’s homelessness response to convene in-person monthly meetings to\nbetter coordinate and collaborate on the County’s response to homelessness,\nincluding funding, outreach, streamlining processes, removing barriers to\nimplementation, and aligning tracking and metrics used to measure our\nresponse;\nInstruct the Executive Director of the Homeless Initiative and the leadership of\nCounty Departments that are a part of the above directive, to report back to the\nBoard monthly, as a set matter on the Board agenda, starting at the October 3,\n2023 Board Meeting, on implementation of the four PEH missions, including\neach Department’s utilization of the Emergency Proclamation’s tools and\ndelegated authorities in support of the PEH missions using metrics such as staff\nhired, contracts executed, and programs created and implemented, with reports\nto include updates on the response time to answer and resolve encampments\nreported by constituents, and updates on the County’s RV encampment pilot\nand expansion into other Supervisorial districts; and\nDirect the Chief Executive Officer and the Executive Director of the Homeless\nInitiative to report back to the Board in writing in 60 days including an\nassessment of the HI’s capacity and authority to coordinate, align, and steer\neach Department’s work to address homelessness and support the Emergency\nProclamation, moving the County toward an integrated, unified,\ncross-Departmental homelessness response, including an analysis of the\nopportunities and challenges of the existing County structure, culture, and\nfunding mechanisms and their impact on the HI’s ability to influence and carve\nout a distinct, defined County response to homelessness, minimally impacted\nby dispersed investments across multiple Departments.
